Even though Changer Synchron isn't strong, his effect makes up for it. He's a level 1 Dark attribute Machine tuner with 0 ATK and DEF. If he's used for a synchro summon, you can switch the battle mode of a monster your opponent controls. If the synchro monster is something like Red Dragon Archfiend or Flamvell Uraquizas, that defense monster will be gone soon.
